See line to sign for approval. Pause for board to review and for signatures. Jonathan proceeds to read the bills aloud and looking for approval. Motion made to approve the Town bills - by Cathy 2nd – Amy Roll Call Amy – yes Cathy – yes Jonathan – yes Penny - yes Patrick – we lost him via zoom All I’s Motion carries to pay town bills There was discussion about 3 tires that were purchased and what piece of equipment that they went on. Nobody could determine what they were for, and why 3. Motion made to approve the Road bills - by Penny 2nd – Amy Roll Call Amy – yes Cathy – yes Jonathan – yes Penny - yes Patrick – lost signal via zoom All I’s Motion carries to pay Road bills b. Clerk report – I wanted to ask more questions about the bill that Mr. Timm submitted but don’t know the reasoning, what happened? - Mr. Timm responded with - The trimmer guy that was hired by the Road Commissioner to do the right-a-away trimming damaged several hedge post, broke loose wire, trimming left in the pasture for them to clean up. Trees by the fence line was mulched at the base and planted there for a reason that were damage to destroyed. I stated that under advisement, we ask that you go to the contracted person, trimmer guy. Start there because we are separate from the ROAD COMMISSIONER, he should be handling this issue and he hired this contractor and start there and I will keep a copy of the statement that states the loss and damages. Then, we will have to determine what would be the next step if no results. Mr. Timm stated that the Road Commissioner is not present to answer questions, and he wants to know “who gave the direction/orders of what to do or not do”? Or, did he just do it on his own? I stated that I/we didn’t know nor hear any of the conversation and have no say. Everett asked if an outside contractor is hired, don’t they have to gather their insurance and bond information before they can begin working? Did we get a copy? Jonathan replied that Zack stated, he didn’t feel the need to get any of that information since he works for so many other townships, he knew he had insurance therefore he didn’t ask for anything. Everett stated that doesn’t matter, correct? Because that is a policy and should have for your records in case something like should ever happen? It was stated by someone that credentials are needed from 3rd party contractors.. Mr. Timm did ask “why”, if he did it on his own, why would trim ½ mile of a dirt road that no one drives down? Then there was ¼ of a mile down a dead end, dirty road on both sides with NO houses or nothing, just a gate? On Lincoln, just went down the one side that the Timm’s live on, not the other side? I stated that I find it VERY ODD that you would send anyone down a road for any work that nobody lives on. Obviously, none of us was there for those conversations, and Mr. Timm stated that we isn’t here to even ask either. Jonathan also stated that the whole board was in that message where Mr. Timm stated that he reached out to Zack about the issue and he never responded. I confirmed with our attorney that was present, that under advisement, Mr. Timm pursue the contracted worker and press the issue. Mr. Olson stated that it was sourced out to a 3rd party contractor/company, they would be responsible for the damages. Mr. Timm asked, what if they say it is not their fault? Mr. Olson stated that the position is that they are liable. Mr. Timm feels that he is stuck in the middle of this and wants things fixed. I asked if he did any reports of damages with the sheriff’s department? Their finding was this was definitely signs of criminal damage. I stated that he needs to pursue this with the contractor and their insurance provider. Mr. Olson asked if the Township has forwarded his complaint to the contractor’s insurance company? I replied that I have not. He stated that we can reach out to the contractor’s insurance company and send them the paperwork that was presented to us, and state that it is NOT our position to cover any of this claim from the Township citizen. I asked Jonathan if he had any of the contact information for this guy, and we need copies of any of the information that was provided. Jonathan said that he did get this guy’s insurance information. c. Supervisor report – -Financial report, we are still being charged fines from the Comptrollers office and the Auditor is almost done with the reports required for the Comptroller reports. Should have been turned in by September of 2025 that wasn’t completed. Then will have to go through all the abatements to clear charges if they approve. -Mr. Timm read a letter that submitted by Mr. Baker. In regards to the road conditions in Haines Township and where liability lies. See the attached letter with the minutes (this will not be read again). e. Trustee report – -Cathy pointed out that Mr. Timm has a letter for the public to hear, that is from a citizen of Haines Township that could not be in attendance due to an illness. We have been asked for that to read aloud for all to hear. See attached copy with the minutes. f. Road Commissioner report – -Zack not in attendance, so nothing to report. 6. Old Business a. Public Discussion – a. Jason Timm - asked where to submit a bill? Who wanted it. I said that I would take it and would make a copy. b. Debbie Koehler – progress on audit? Jonathan replied that the guy just stopped and picked it up this week. Then Debbie asked about the Jennings case? Jonathan replied that would be later down on the agenda. Then she said that she had a few questions for Zack. 1. When would he start mowing the sides of the road? Zack stated that he was hopeful for mid or later part of May. 2. Is there a plan for the roads and the timeline? Zack said they are a mess and working on a plan with the Engineer and will be in August. 3. There is a LOT of rock sitting at the township lot.. Zack stated that is for the oiling of the roads. Debbie to please post when you are going to work on the roads. She stated that she has called a couple of times and no response.. Debbie is willing to help. c. Erin Donoho – he said that Debbie basically asked the questions she had and also stated that people just can’t help. d. Jenny Timm – she asked about the Budget and if it was filed? She stated that one lady at the last meeting kept saying that we needed another hearing. Jenny stated that she was curious because she didn’t know and the FOIA request response stated that there was NEVER a hearing before, so what is going on and the status? Jonathan stated that budget did get filed and that Kim said at the Annual meeting that the Budget hearing needed to be done and she also agreed, because Jonathan asked her, if she had done a Budget hearing every time and when it was amended, like it was supposed to be – Kim replied “yes”. Jenny stated that Tina Sager said “No”. Jonathan confirmed that we have looked thorough the minutes and the laptop and can’t find any record of budget hearings happening ever happening and according to the state rule book, that is sitting up here, we are suppose to keep records of the attendance for who all was there and when they happened and everything that happened at the meeting. I stated just as we did at the Annual meeting. I stated that I have nothing that I can find. Jonathan said that she did, but we can’t find any records that it did. Jenny continued to ask if we are in trouble right now, or what needs to happen? Jonatha replied that Steve Fox at the County Clerk stated we are find. I continued to clarify that he said since it has been on the agenda for several months and discussed and was available for people to look at or ask questions because we started in January and was there for questions in February and March, nothing happened and the Board didn’t have any questions or revisions either so then in April we approved them and filed them and posted them. Steve just stated that in March of next year to post them and approval and filing in April.. This year is fine, but if we wanted, we could go through the process again since the budget has been posted since the last meeting. Nothing to change or do. Jonathan did go on to state that the board that was seated in April of 2025, the budget was amended more than once and never had a hearing for them. I agreed. 5. Closed Session – 5ILCS120/2c11 Probably or emanate litigation – document review Motion was made to go into CLOSED session – by Cathy 2nd – Amy Roll Call Patrick – yes Amy – yes Jonathan – yes Penny - yes Cathy - yes All I’s Motion Carries to go into CLOSED SESSION @ 7:22pm and Michael to join us. ********************* 23:41.5 ============ TYPE CLOSED SESSION ********************* end of closed session 8:10pm Return to Open Meeting - 1:10:07.5 5. Monthly Reports a. Town & Road bills – by Jonathan Jonathan passes around the bank statements and bills to be signed and reviewed by all board members. Pause for review and signatures. Jonathan proceeds to read the bills aloud and looking for approval. Motion made to strike the Road Commissioner of Township of Illinois bill for Zack until we have more information - by Cathy 2nd – Amy Roll Call Patrick – abstain Jonathan – yes Penny – yes Amy – yes Cathy – yes 4 to 1 Motion carries to strike the bill for now til more information Cathy points out on Labor Statements that there are 10 hours recorded on patching on Johnson and Pear Rd. and hours on Apple and Foxville and stated that she lives on Johnson didn’t see work. Jonathan said that the statement shows 15hrs on Apple and Foxville. I asked how do we handle this issue? Penny stated this work was all in 1 day? 15hrs? Penny continued to say there is not enough daylight for that many hours in 1 day for the supposed work. All are questioning Jackson and Zeb’s pay sheets and the time and work on roads that is not visible. I asked if Zack confirms the employee work, since he is at work. Example, take a picture and send to Zack to confirm the work is done? That way you see that the task is done… Jonathan stated that we can’t question it and supposed work is done and need to pay it. I asked if so many are here with issues and saying haven’t see work, what recourse do we have? Jonathan stated that he can call TOI or TOIRMA to see what happens or can happen. Jonathan questioned if you can even work people 15hrs/day, then asked Amy how she legally can schedule at Menards and she said that she is limited 10hrs/day. Jason Timm suggested more details and the previous road commissioner turned in the time sheets, but each employee was responsible for their own time sheet. If you can’t tell work is done compared to the pay sheets and several residents are here complaining, leaves lots of questions for the public and the board. Motion made to approve the approve the Town & Road bills and strike the Road Commissioner of Township of Illinois bill - by Penny 2nd – Amy Roll Call Patrick – yes Jonathan – yes Penny – yes Amy – yes Cathy – yes All I’s Motion carries to pay all Town & Road bills but will strike the one bill noted above. c. Road Commissioners report – No report, Zack not present. d. Supervisor report – -Jonathan reported that Ancel Glink still hasn’t sent all the files to Olson & Reeves to handle the Jennings Case, but assured us that they will have by the end of this week. -Our attorney is working on getting a CPA hired. Found one just waiting to confirm and get paperwork. -No update from the lady at TOIRMA about recouping the money spent from Ancel Glink. e. Trustee report – -Patrick asked about the Public Speaking Policy and Jonathan stated that Michael had an emergency to handle and couldn’t be with us and should have something at the next meeting for us. f. Clerk report – -Economic Statements were delivered to the courthouse. I didn’t follow-up on portable building because the connex seemed to be the consensus. Kim spoke up to state that the trustees just approved all the bills and did we know if there was enough money there to pay the bills? Line items? She continued to state that the Trustees should know this. Jonathan then stated that we don’t have a budget to see the totals from. He went on to state that it isn’t just him not figuring out the laptop, but the bookkeeper and CPA is having a hard time trying to make heads or tails off the information that was passed to them from Kim. TOI again confirmed that Jonathan is ONLY responsible from Dec 22 to date. Kim stated that paper copies were given at each meeting. Jonathan replied that at different meetings to ignore different columns because they didn’t balance and/or make sense. Kim confirmed that it was true. Kim went on to state that we are approving bills that we don’t have money to pay for. I asked to speak.. and stated that when I questioned Kim multiple times in previous meetings from the day I was seated, you NEVER spoke to us about line items or things lining up with a budget… you just told us to look at the bills and then comparing the bills to the check to make sure they matched and we signed them. I even questioned you about balances that didn’t balance AND didn’t match the bank balances, which your response was to just throw it away because it didn’t matter. I stated that it DOES matter because they don’t balance.. and you just brushed me off. So, I am certain that YOU really didn’t know what the balances were and if you did, that was fine, but we didn’t know or understand that, nor did you ever convey that. So, as far as I am concerned, I feel that Jonathan has had maybe 2 months to figure this out and you have had 13 years and you couldn’t explain it to us… Then, as far as us knowing balances, the Trustees NEVER knew what any balances were.. or what line items went where… You just had them compare the bills to the checks and that is all that was EVER done… Also, you had a budget there and could never explain it when board members had questions, so.. from my point of view, for you to sit there and question us after the Public Discussion is over and question us about these things you keep bringing up, when you had 13 years to figure things out and we have had less than a year to figure things out… Jason discussed about a FOIA request at the county and back to 2022, seems like there is about $10,000.00 missing and he is not a CPA. Money went to an account but doesn’t seem to be the Township accounts. I continued to state that Kim keeps wanting to point the finger at us for everything and Kim even confirmed that she had not done an audit in 13years, you said it.. Then at the last meeting you, Kim, turned to Erin Donoho and stated that legally you need to do an audit every 4 years. I questioned, “Why didn’t you do it then?” You sat there and that was part of your responsibility.. There are many things that I can bring up that is sooo two sided, but I am not going to go there… and as far as I am concerned, this discussion is over and lets move on. Jonathan went on to state that when the New Fiscal Year starts, the bookkeeper will have or should have.. a printout every month to show everything you’ve just pointing out. I went on to state this fiscal year is almost done and the New will start, and we are trying to get through it, we are trying to get help in lots of places and we are trying to figure it out. Now let’s move on.. 6. Old Business a. Status of Purchase/Sale Township bldg. – by Jonathan -Township building needs a lot of work and Jonathan has checked on a lot of avenues. Keys Realtor is who seemed to be the best option. -Patrick asked questions about the moving of the building and Jonathan confirmed there would be terms for the Sale. -Gary from the Public asked if the building could be donated to the County and moved to the Fairground as a historical building? The censuses was, that it would cost a lot of money to move that far. -Debbie from the Public asked how would the community or Public know about the Auction of the building? Jonathan stated that signs in the yard, on realtor site, Facebook page, etc. Glenna Mount told Debbie that the Village Hall was in worse shape than the Township building and the community got together and worked on it. The Village bought the supplies and they donated their time. -Jonathan stated that the insurance wouldn’t cover all the people that would be there donating their time. Debbie questioned that statement and Jonathan replied that TORIMA said that, and we have to pay prevailing wages for work done. -Online Auction was confirmed -Topic came up that we need to set a minimum bid? Do we need appraisal? Not a lot of people in the market for an old school house. Erin suggests to make the minimum start at the cost of the connex. Will sell “AS IS”. Much discuss…. Motion was made for Ethan of Keys Real Estate to handle the Auction of the Township or school house building with a minimum of $7000 – by Cathy 2nd – Amy Roll Call Patrick – no Jonathan – yes Penny – yes Amy – yes Cathy – yes 4 to 1 Motion carries b. Update on budget – by Jonathan -some have met with us and asked for questios of what has been proposed and everyone has a copy for review. We need to post them once we agree by July 31st and then submit to the courthouse. I will post the budgets on Facebook, Website, at the display board at Township, post office and Kell School. Need to be 30 days prior. c. Status of FOIA policy and By-laws – by -attorney not present to discuss. Jonathan said need to make a motion to table this item til next month. Modification of Public Speaking Policy – by Jonathan -attorney not present to discuss. Jonathan said need to make a motion to table this item til next month. -Patrick discussed to dismiss all together. Not needed if we follow Robert Rules of Order. Motion was to dismiss the policy - by Patrick 2nd – Motion dies for lack of 2nd Motion was made to table this topic to converse with Mr. Olson – by Cathy 2nd - Penny Roll Call Patrick – yes Jonathan – yes Penny – yes Amy – yes Cathy – yes All I’s Motion carries to table e. Status on Task sheet/road bills to present the Board/Supervisor - - Jonathan knows that they were ordered, no bill and not sure if he is using them and knows that other Township use these and helps make a work flow better and has multiple copies to where the copies go where they need to. Nothing further for us to do. Other Townships have a chain of accountability. f. Status Security System – by Jonathan - Not doing us any good and that Zack is not even happy with them. When we met with him and the question was having a camera facing the tanks. Lots of discuss and really found no solution still. The guy from Security Alarm stated that they system is password protected and Zack is the only one with the password and also Zack is the only one with a key to the shed and there was suppose to be a metal box built the system to secure it and no one knows anything because we don’t know, don’t have and can’t get in there. I stated that it is not serving any purpose for anyone and we own the equipment. We were told previous that it was not password but protected but not the case. It was again discussed about the tacticam?? Put up ourselves. It was discussed from the Public that Zack was the only one with a key to the shed? Someone else needs to have access as well, not just Zack. Then Penny stated that the employees can have keys but NOT the board? That is not right. Erin to get us information on the new camera’s. Penny thought that we needed to keep the old til the new in place for $20 per month. Motion was made to keep the current security system til we find a better replacement – by Patrick 2nd - Cathy Roll Call Patrick – yes Jonathan – yes Penny – yes Amy – yes Cathy – yes All I’s Motion carries keep the current security system til we find a better replacement 7. New Business a. Electric to Main building – by Jonathan -Since the building is going to be sold and electric doesn’t work in the building, the meter is attached to the building and we need to call Tri-Cty to come move that and install a switch on the pole for the tanks with a lock. The only reason Zack needed in the building was to throw the switch for the pumps on the tanks. Motion was made to cut the electric and move the meter and install a switch for the tanks – by Amy 2nd - Penny Roll Call Patrick – yes Jonathan – yes Penny – yes Amy – yes Cathy – yes All I’s Motion carries to cut the electric and move the meter and install a switch for the tanks 8. -Township building needs a lot of work and Jonathan has checked on a lot of avenues.

Keys Realtor is who seemed to be the best option.

-Patrick asked questions about the moving of the building and Jonathan confirmed there

would be terms for the Sale.

-Gary from the Public asked if the building could be donated to the County and moved to

the Fairground as a historical building? The censuses was, that it would cost a lot of

money to move that far.

-Debbie from the Public asked how would the community or Public know about the

Auction of the building? Jonathan stated that signs in the yard, on realtor site,

Facebook page, etc. Glenna Mount told Debbie that the Village Hall was in worse shape

than the Township building and the community got together and worked on it. The

Village bought the supplies and they donated their time.

-Jonathan stated that the insurance wouldn’t cover all the people that would be there

donating their time. Debbie questioned that statement and Jonathan replied that

TORIMA said that, and we have to pay prevailing wages for work done.

-Online Auction was confirmed

-Topic came up that we need to set a minimum bid? Do we need appraisal? Not a lot of

people in the market for an old school house. Erin suggests to make the minimum start

at the cost of the connex. Will sell “AS IS”. Much discuss….

Motion was made for Ethan of Keys Real Estate to handle the Auction of the Township

and – Amy

Update on budget – by Jonathan

-Some have met with us and asked for questions of what has been proposed and

everyone has a copy for review. We need to post them once we agree by July 31st

and then submit to the courthouse. I will post the budgets on Facebook, Website,

at the display board at Township, post office and Kell School. Need to be 30 days prior.

Status of FOIA policy and By-laws – by

-attorney not present to discuss. Jonathan said need to make a motion to table

this item until next month.

Motion was made to table this item until April – by Penny and – Cathy

d. Modification of Public Speaking Policy – by Jonathan

-attorney not present to discuss. Jonathan said need to make a motion to table

this item til next month.

-Patrick discussed to dismiss all together. Not needed if we follow Robert Rules of

Order.

Motion was to dismiss the policy - by Patrick

2nd – Motion dies for lack of second.

e. Status on Task sheet/road bills to present the Board/Supervisor -

- Jonathan knows that they were ordered, no bill and not sure if he is using them and knows that other Township use these and helps make a work flow better and has multiple copies to where the copies go where they need to. Nothing further for us to do. Other Townships have a chain of accountability.

f. Status Security System – by Jonathan

- Not doing us any good and that Zack is not even happy with them.

7. New Business

a. Electric to Main building – by Jonathan

-Since the building is going to be sold and electric doesn’t work in the building, the

meter is attached to the building and we need to call Tri-Cty to come move that and

install a switch on the pole for the tanks with a lock. The only reason Zack needed in

the building was to throw the switch for the pumps on the tanks.

Motion was made to cut the electric and move the meter and install a switch for the tanks – by Amy
